13-digit ID data will connect with NQF in a bid of creating national database, OEC exclaims
Office of the Education Council had held the first meeting of the Database Network Development Sub-Committee, with Associate Professor
Dr Yongyuth Chalaemwong presided over the meeting together with Dr Somsak Donprasit, working group consultant, Mr Manachai Booneka, the Director of Information and Communication Technology Center for National Statistical Office, Mr Kajornsak Jitareesatian, Chief Information Officer for Ministry of Higher Education, Science, Research and Innovation, Mr Arkhom Sansinlapin, Director of Information and Communication Technology for Office of the Permanent Secretary, Mr Nakarin Omares, Bank of Thailand, and representatives from relevant sectors. The meeting took place at Sippanon meeting room, 2nd floor of Building 2, the Office of the Education Council, on February 1, 2021.
Four subcommittees under the National Qualification Framework committees, after report the progress of the implementation, were assigned to create main database for students, learners and graduates under the concept of studying to meet job demand. The system will transfer education record and match qualifications or competencies with suitable occupation, connecting the education path to meet the need of entrepreneurs as well as rapid changes in global labour market.
The committees also discussed the issues of record 13-digits identification numbers from the database of four agencies:
1. SSO database from Social Security Office under Ministry of Labor
2. MOE database from Office of the Permanent Secretary under Ministry of Education
3. MHESI database from Ministry of Higher Education, Science, Research and Innovation
4. TPQI database from Thailand Professional Qualification Institute
The meeting discerned that the information record period in each department was different. Therefore, Digital Government Development Agency was assigned to access the data from the aforementioned agencies to links information together and discard duplication.
In addition, the committee suggests reviewing the overview of the manpower production and the teacher’s curriculum, based on the competencies of the current labour in the market, to form a learning course that responds to labour market need. After granting approval on the new manpower overview report, OEC will request access and proceed with the relevant agencies for further action.
